The video below of a 4/11/16 Council meeting, proves town officials (Andy Hipolit, Keith Lynch, Douglas Marvin) all knew of serious violations, FELONIES, at Lantern Hill, prior to meeting and did nothing. Note: Dozens of old trees some shown below were buried just after this meeting.
The councils subsequent inaction is proof they Conspired to allow the illegal grading of contaminated soil at the site, which killed dozens of trees and polluted our ground water.

October 2020 I discovered fraudulent minutes below. They are for a Board of Adjustment meeting (I attended) held on 4/18/16. Entire first paragraph was added. They now confirm that all three phases at Lantern Hill are Contaminated. Minutes now claim “Clean Soil was addded”. O.P.R.A. requests confirm this is a lie. Together with my pictures they prove that soil graded on hillside was from foundation and contaminated.
February 2021 O.P.R.A. requests confirmed 1) all local laws were ignored for the benifit of Lantern Hill. 2) And as proven below, that town offificials knowingly hid the contamination at the site. *** 3) That there were no approvals or remediation by NJDEP as now claimed in fraudulent minutes. 4) That 13 Fraudulent COs, signed by Keith Lynch, were filed into public record for the benifit of Lantern Hill. Witness’s and town employees Debbie Timko and Margaret Koontz, can confirm Lynch knew of violations in January 2016.

Refusal to assist in arrest to date: I laid out the facts which they all already knew. I announced my right and told them they were under arrest, but was refused assistance by police.
The letter below written by Boro Attorney and despicable liar,… Paul Rizzo: 1) confirms all borough officials/defendants have investigated my claims. 2) Letter also implicates police department. 3) letter dated 11/1/21 claims no contamination at lantern hill. Minutes attached dated 4/11/16 given to me by Rizzo confirm contamination at all three sites.
New Providence police deny any knowledge. As you will see in the video Cheif Gazaway and Captain Henn was present. They had no knowledge of investigation. Cheif Gazaway put Captain Henn in charge of investigation. My evidence included a note book of public records and pictures. Including fraudulent minutes and Rizzos letter of lies below. Note: Rizzo was present at both council meetings and is seen accepting proof and reviewing continued violations on my board.

WHY did New Providence town officials Morgan, Keith Lynch, Andy Hiplit ., and Lantern Hill CONCEAL the CONTAMINATION at Lantern hill??? Because they had to.
1) Who in their right mind would buy a home on a contaminated site?
2) By hiding the contamination they saved hundred of thousands, perhaps millions, on removing soil and avoiding all necessary approvals needed for you or I.
April 11th 2016: When the system failed I attended a town council meeting. Please see my presentation (scroll to 1:53) as you will see I clearly laid out all the facts. I gave ALL council members copies that proved violations of several sections of 2011-1 and the malicious destruction of our trees. Mayor Morgan finally says he will “look into it,” but again never does. The recording/video of this meeting is proof that the council members knew what was going on. Dozens of trees could have been saved. However, just days later the OLD oak and dozens of other trees were needlessly destroyed. Note: the minutes for this meeting were distorted and mentioned none of the relevant facts.
THE ENTIRE FIRST PARAGRAPH WAS ADDED. The first time Lynch admitted he knew of contamination and spoke these words that have been added to the minutes was on 11/30/20. My OPRA requests confirm this is bogus, as there was no “REMEDIATION” or “NJEP APPROVAL”, despite Lynch claiming otherwise.
Lynch outright lied and said they removed the soil because the hillside was “Contaminated From Years of Plowing”. This would mean our street sides and front yards are hazard zones.

He claims there has never been proof of contamination, yet he answered all of my OPRA requests and was at both meetings.
Minutes and 4/11/16 recording above, confirm that the “board had jurisidiction” and never approved it.
He also caims police investigated, and in the town council meeting held on 5/10/2022 (video above) they confirm there was no investigation. The Chief then puts Captian Henn in charge.
